ARM: dts: msm: Add NPU DSP Bandwidth monitor device

Kona has a new BWMON outside of NPU to monitor the traffic
from NPU DSP. Add a new BWMON device for the same. This patch
also fixes the base and global addresses for NPU BWMON.
