driver: coresight: run coresight etm callback before oslock 



Coresight ETM callback for cpu hotplug disable ETM by writing
TRCPRGCTLR. This register can't be accessed after oslock on
trinket. Reorder the hotplug callback so coresight ETM callback
is called before oslock.
