drivers: usb: enable SET_REPORT through EP0 feature

add feature that supports SET_REPORT command through EP0.  Since
lots of Windows application sends SET_REPORT message through EP0
while Linux and other Unix machine sends it through OUT_EP, this
change handles SET_REPORT command from EP0.
