dt-bindings: qpnp-smb5: Support setting of WDOG snarl timeout duration

Add parameter to set the timeout duration of the WDOG snarl timer. The
wdog-snarl IRQ is disabled, both by default as well as if at least one
of the following two conditions are not satisfied:
- WDOG snarl timer timeout is configured using the parameter being added
  in this patch, and
- SW thermal regulation workaround is active.
