ARM: dts: msm: enable skin_temp based mitigation for LITO QRD/MTP

Enable thermal mitigation based on skin temperature for
LITO QRD and MTP platform.

While at it, configure SMB therm internal pull-up to NO-PULL and
configure HVDCP3 in standalone configuration for MTP platform.
