msm: camera: ope: Fix hang detection

There is some inaccuracy in timer due to low HZ value.
Due to which, sometime we are treating real hang as
false alarm. This results into LDAR due to no response
from kernel.
Taking error margin into consideration while taking
decission related to false alarm based on time.
