clk: qcom: Update fmax and frequency table for hm0_clk_src clock

The fmax frequency for the hm0_clk_src clocks has got updated, so
update the frequency table for the supported frequencies and also
the FMAX frequency. Also update vdd levels for all clock controllers
for lito.
