defconfig: lito: Enable USB configs and function drivers

USB_ANNOUNCE_NEW_DEVICES - This allows USB core to always
announce the idVendor, idProduct, Manufacturer, Product, and
SerialNumber strings for every new USB device plug in

USB_CONFIGFS_UEVENT - Some USB managament on userspace (like
Android system) rely on the uevents generated by the composition
driver to generate user notifications. This config enables
uevents to be generated whenever USB changes its
state: connected, disconnected, configured.

Enable QPNP PD PHY, QMP PHY and HSUSB_PHY drivers.

This change enables below mentioned different USB function drivers.
1. USB NCM
2. USB Accessory
3. USB Audio Source
4. USB MTP
5. USB PTP
6. USB RNDIS.
