ARM: dts: msm: Update PMIC configuration for scuba

1. RG leds are functional on scuba IDP enable them
2. Update the QG termination current 50mA higher than
   charger-termination for better UX
3. Add the USB_ID GPIO configuration in PM2250 charger.
