ANDROID: GKI: add a USB TypeC vendor field for ABI compat

This ABI difference was introduced by commit 6e7065617217 ("tcpm: Add
support for VPD detection by a DRP port"). Add the struct field for ABI
compatibility for TPCM vendor module support.
