msm: kgsl: Allow all oob requests in rGMU

rGMU fence interrupt observed with various applications. This is
because only oob_gpu is allowed in oob_set and oob_clear functions.

Fix this by allowing oob_perfcntr, oob_preempt, oob_boot_slumber
and oob_dcvs along with oob_set.
