clk: qcom: gcc-lito: Update halt_check for bwmon clks

Update branch halt flag to BRANCH_HALT_DELAY to skip
halt bit check for the npu_bwmon clks whose source is
managed by external subsystem.
Also remove CRITICAL flag from the npu_bwmon clks.
