usb: phy: snps: Clean up hsphy_init sequence



Remove the unused test sequence register writes which are not
meant for normal operation. In particular, the ATERESET bit
should not be asserted since mission mode is not utilizing
automated test equipment. Likewise, the TEST0/TEST1 registers
are meant for debug/test in a lab environment and by default
should be cleared.
