dfc: Clear status flags when entering powersave

In TX OFF state, the RAT switch flag in a bearer is not cleared when
entering powersave. The flag will not be reset even after TX ON and
this will lead to data stall.

This change clears the status flags when entering powersave irrespective
of TX status.
