ANDROID: GKI: power: supply: add CHARGE_CHARGER_STATE property

  POWER_SUPPLY_PROP_CHARGE_CHARGER_STATE and charge_charger_state
  property are used from charging code to trigger the calculation
  of charging current and charging voltage
