msm: vidc: Fix encoder internal buffer size calculation

Fix the following internal size calculations:
- For scratch bitstream size use the enc out size function.
- For scratch1 leftlinebuffctrlsize and h265colrcbufsize.
  multiply it with number of vpp pipes.
- Add slicecmdbufsize to final scratch1 size.
- For scratch2 size increase number of reference by 1.
