msm: camera: cpas: Do not take max of camnoc, mnoc bw for mnoc voting

Even when not voting camnoc_bw to Bus driver, no need to take
maximum of camnoc, mnoc while voting on mnoc bus client. Fix
the original code which was written assuming max of camnoc,
mnoc bw need to be voted on mnoc when we are not voting
camnoc bw to Bus driver.
