defconfig: msm: disable QCOM_CPUSS_DUMP for Bengal

Earlier cpu cache and tlb dump tables were getting allocated from
cpuss dump driver. Now, all the dump table allocations have been
unified and moved to memory dump driver. Hence, disable cpuss dump
driver for Bengal target.
