defconfig: msm: Enable DEBUG_INFO_DWARF4 for sdm660

Fix compilation error with clang 14.x

The error is because clang now defaults to DWARF v5
when -g is set via CONFIG_DEBUG info, but the old
version of GNU binutils you're using predates DWARF v5.

The fix is to pin the debug info to DWARF v4.
