Aligned memory allocations in the lines of
Pukeena target for QSEECOM for low RAM(1 GB, 2GB)
varaints of bengal targets.

QSEECOM HEAP 16MB
QSEECOM_TA HEAP 4MB
USER_CONTIG disabled.
