msm: ipa: Fix not to disable status for TEST clients

TEST clients are only used in RUMI/kernel tests. TEST clients
use the same pipe numbers as regular clients like USB. As a result
disable status command is sent twice. Make a change to not to
send disable status command for Test clients.
