ARM: dts: qcom: enable BCL and pmic alarm sensor mitigations for LAGOON 

Enable BCL thermal zone mitigation and pmic alarm sensor mitigations
for all LAGOON platform. It shares LITO BCL and pmic alarm sensor
thermal zone configurations.

Enable LCD cooling device also for LAGOON.
