msm: ipa3: resolve the bw voting big value issue

In some case sw-counter haven't updated when
hw-counter is reset, uc will see negative bw
difference and sending huge peak value to
ipa-driver. The fix is to check the max value
on peak bw ipa-uc sends before sending to
wlan-driver.
