ARM: Kconfig: Reintroduce CONFIG_SPECTRA_CAMERA

Add back the CONFIG_SPECTRA_CAMERA that was removed by
this 'commit a94684fa ("msm: sde: Add v4l2 rotator
driver to enable multi-context usecase")'
This will be used by the kernel build to include
camera drivers during kernel build period.
