Revert "msm: camera: uapi: Adds UBWC blob payload structure"

This reverts commit b7edd12f.
UBWC blob payload structure was added to support UBWC 3.0 and
its corresponding driver changes. It is not required on
4.9 branch as SDM845 and older targets do not support UBWC 3.0.
