ARM: dts: msm: Add BCL thermal zone configs for pm660

Update BCL devicetree node to support of-thermal based
BCL peripheral for pm660. Add BCL hardware thermal zone configs
with thresholds and cooling device configuration for pm660 that
will be used with sdm670.
