LCM initial code from IC firmware

Root cause:
According to Vendor's suggested,
LCM initial code has moved into Touch IC firmware.

How to fix:
Because Touch driver already uploaded firmware, so I remove most of initial code.
I only remain commands of open penal and send backlight lightness.
To avoid fuzzy screen when awake device, I set lightness is minimum.
