drm/msm: fix sde rsc solver and amc mode sequence

Fix sde rsc solver and amc mode sequence based on
new recommended configuration. The new sequence
affects the mode-2 entry/exit, amc mode enable/
disable, clk state enable/disable and rsc init
sequence. It also adds a vsync wait requirement
after clk state entry from command state. This
patch also fixes the clock enable/disable sequence for
all rsc APIs and adds rpmh invalid and flush after
each BW vote.
