defconfig: msm: Disable EDAC panic on CE for sdm845

CONFIG_EDAC_KRYO3XX_ARM64_PANIC_ON_CE is being disabled
to let the KRYO3XX cache error correction happen for
correctible errors without causing a kernel panic.
