clk: qcom: clk-cpu-osm: Remove OSM initialization support

Almost all of the OSM region is being locked out from HLOS.
Hence, OSM will now be initialized and setup in non-HLOS, in
images that have RW access to these region.
Remove all the unused code from the HLOS clock driver.
