msm: camera: Add new spectra camera driver support

Port SPECTRA camera module driver from msm-4.14 into msm-4.9 kernel as 
of:

'commit  <b6767962> ("ARM: dts: msm: add afe_loopback_tx 
back-end dai for qcs605")'

Add camera ISP, ICP, JPEG, ratotor, fd, cpas, cdm, core changes from 
msm-4.14 as of 'commit <a50bf345b0cb38> ("msm: camera: flash: Moving
flash off operation in stop dev ioctl")'

Retain existing ION, CMA alloc, SMMU, qpnp api for camera modules for 
msm-4.9.
