ARM: dts: msm: Update HS USB PHY parameters for HDK670

In the case efuse value take effect, we should not rely on HSTX_TRIM
for the tuning, we can adjust the emphasis setting for the tuning.

Apply new tuning value which can pass eye diagram test on different
efuse value boards.
