ARM: dts: msm: move general DT entry to sdm450-qrd-sku4.dtsi

General configs should be contained by sdm450-qrd-sku4.dtsi,
so moving general DT entry from sdm632-qrd-sku4.dts to
sdm450-qrd-sku4.dtsi.
