ARM: dts: msm: Enable vdd-io for APQ8053 Lite dragonboard

vdd-io regulator is brought to a good state only by wlan
driver invocation post boot. This causes bluetooth
initialization failure in the cases when bt is invoked
before wifi as vdd-io is not initialized. Enable vdd-io
so that it is ready for bt and/or wifi at boot.
