ARM: dts: msm: Disable L1 in USB HS mode for MSM8953

MSM8953 does not L1 in HS mode for USB controller.
So, disable L1 in HS mode for MSM8953 by using
the appropriate dt flag.
Also, remove the dt flag nominal-elastic-buffer
which is not being used.
