power: smb5: fix FLOAT charger ICL handling

Update FLOAT charger ICL configuration handling,
ICL for float charger is configured as follows:
On FLOAT charger detection ICL will be configured to 100mA,
once USB driver completes it's enumeration ICL will be configured
based on enumeration result.
