prima: Enable channels 12 and 13 under reg domain FCC

When the country code CN is set from the user space and then
enable the WLAN to scan AP, then channels 12 and 13 were not
included in the scan channel list, as they were disabled in the
NV channel list under reg domain FCC.
This change enables the channel state for 12 and 13 channels.
