msm: kgsl: Overlap the OOBs for boot and CP init

The GMU might try to go to IFPC if there are no active
OOBs. However, the GMU should not initiate IFPC until
after CP init. To prevent a race condition, don't clear
the boot OOB until after clearing the CP init OOB.
