power: qpnp-qg: Update the check for 0% SOC

The present logic only checks for vbat-cutoff threshold
at sys_soc = 0, however this logic should also apply if
sys_soc is < 1, else there is a possibility that the sys_soc
between 0 and 1, may get rounded to 0.
