drivers: soc: Add llcc performance monitor driver

The LLCC Performance Monitors component collects traffic profiling
and monitoring events from various LLCC sub components as well as the
tenure events from tenure event generation block and transaction
latency measurement blocks. Specifically, this block is capable of
profiling traffic from various LLCC sub blocks with filtering on
specific transaction parameters & attributes. LLCC perfmon driver
provides Sysfs interfaces for the clients to monitor the events.
Driver support for monitor events from LLCC sub blocks.
