ARM: dts: msm: Add quiet_therm based thermal zone config for SDM439

Add quiet_therm based thermal zone rule for SDM439 QRD platform.
It includes cpu mitigation, gpu mitigation and charger mitigation.
SDM439 QRD thermal zone rules will be the default thermal zone rules
for SDM439.

Disable quiet_therm based thermal zone rule for SDM439 MTP platform.
