ARM: dts: msm: Adjust AB/IB values for CNOC voting in sdhc1/sdhc2

Currently we are overvoting AB/IB values for the CPU->CNOC paths in
sdhc1/ sdhc2. This is putting CNOC in SVS mode when we require only low
SVS and in NOM when SVS only is required. Correct the votes to save
power.
