config: Enable CONFIG_QCOM_RUN_QUEUE_STATS 



msm_irqbalancer start is failing as it is not able to open
/sys/devices/system/cpu/cpu0/rq-stats/def_timer_ms. Enable
CONFIG_QCOM_RUN_QUEUE_STATS for msm_irqbalancer to enable
creation of sysfs node for rq-stats
