soc: qcom: msm_performance: Remove deprecated cpufreq notifiers

Clean up the code to remove deprecated notifiers.
Migration to Sched-util governor results in the cpugovinfo
notifiers non-functional as it is for cpufreq-interactive governor.
Removal of registration for transition notifiers to aid fast switching
for the CPU governors.
