drm/msm: support multi-display bw vote and top config

Display RSC will be used as primary resource state
coordinator to vote for multi-display bandwidth. It
should allow any client to change the vote. The sde top
configuration is for DSI displays and should not be
touched by DP or HDMI interfaces. This patch fix the
support multi-display from sde side.
