drivers: irqchip: mpm: Add QTI SOC interrupt controller

Implement QTI SOC interrupt controller for configuring
wakeup interrupts to wakeup APSS from system sleep using
interrupt domain framework. Use hierarchical interrupt
domain as the arch-extension are no longer supported on
newer kernel.
