clk: qcom: Vote on the XO_AO resource for OSM and cpuss clocks

The cpuss_ahb_clk_src and OSM clocks are left enabled by the
clock driver at probe. Set the bi_tcxo_ao clock as their
parent in order for them to not block XO shutdown.
