msm: camera: flash: Remove opcode reset for NOP operation

In case of bubble flash driver needs to apply the request again
notified by CRM. Delete request api is taking care of deleting
valid requests. This change fixes unwanted opcode reset for NOP
operation, so in case of bubble notification NOP operation with
notified request can be applied.
