sdm429w: enable GCM crypto configs and enable CGROUP FREEZER config

Enable CGROUP FREEZER to resolve framework compatibility matrix
dependency from vintf which resolves Android Internal Error from framework
Enable GCM crypto support to keep it up-to-date with android
recommended configs and pass testKernelConfigs CTS test.
