ARM: defconfig: Add initial config files for APQ8009

Initial snapshot of msm8909_defconfig is taken from msm-4.9
kernel version @ commit 42dd3842 ("ARM: defconfig: Add
the initial config files for MSM8908W")

Add regular and perf defconfig for APQ8009.
